(SAN RAMON, CA) — The San Ramon City Council proclaimed September 17-23, 2026, as Constitution Week during its September 8 meeting, commemorating the 239th anniversary of the signing of the U.S. Constitution and recognizing the work of the Daughters of the American Revolution.
The proclamation was presented to Chapter Regent Heather Brillhart and Sue de Leeuw, chair of the National Society Daughters of the American Revolution.
The council’s proclamation recognized the Constitution’s role in establishing the framework of the federal government and advancing the principles of limited government, individual liberty, and representative democracy.
Mayor Mark Armstrong read from the proclamation, stating, “Whereas the Constitution of the United States of America, the guardian of our liberties, embodies the principles of a limited government and a republic dedicated to rule of law."

In presenting the proclamation, Armstrong highlighted the California State Society of the Daughters of the American Revolution's work in historic preservation, education, patriotism, community service and support for veterans.
“The California State Society of the Daughters of the American Revolution enriches communities by protecting and preserving historic locations, fostering patriotism and love of country, supporting education, sustaining charitable endeavors, meaningful community service, assisting veterans and the infirm, and urging all to do historical research,” Armstrong said.
The organization also works with libraries, schools, and civic groups to promote education about the nation’s founding documents, particularly among young people and newly naturalized citizens. Its activities include Constitution displays in libraries, distributing copies of the document to high school civics classes, and an annual Constitution Week poster contest. The society is a 130-year-old, nonpartisan women’s organization focused on historic preservation, education and patriotism.
Armstrong encouraged residents to use Constitution Week as an opportunity to learn more about the nation’s founding document and consider the responsibilities that come with the rights it protects.
“We urge all citizens to study the Constitution and reflect on the privilege of being an American with all the rights and responsibilities that that privilege involves,” Armstrong said.
“There are two documents of paramount importance to American history, the Declaration of Independence, which forged our nation’s identity, and the United States Constitution, which set forth the framework for the federal government that functions to this day,” Brillhart said.
Councilmember Richard Adler reflected on the difficulties the country faced under the Articles of Confederation, the nation's first governing document, which created a weak central government, and the challenges that led to the creation of the Constitution. He pointed to James Madison and other early American leaders as instrumental in developing the country's system of government.
“I’m glad we have a chance to reflect on the Constitution because it’s such an essential document, and it didn't happen overnight. There was a lot of struggle, and we tried other documents,” Councilmember Richard Adler said.
Adler also reflected on the lasting importance of the Constitution and the foresight of the nation's founders in establishing the system of government Americans have today.
“Everything that we have now is thanks to those people at that time that had the foresight to bring the Constitution, which is something that we as Americans value and will always value as long as we are going to be free and do the things we want to do,” Adler said.
The Constitution Week proclamation serves as a reminder of the document's continuing role in American government and the importance of understanding the rights and responsibilities it establishes.
