(PENSACOLA) --- Trees, code enforcement lien reduction, and trail improvements fill the upcoming Pensacola City Council agenda.
The meeting before the meeting this afternoon only lasted 15 minutes, giving residents a glance at what is to come at the bi-weekly meeting on Thursday at 5:30. Meeting matters begin with Councilman Delarian Wiggins' $500 discretionary ask for Warrington Youth Sports.
Environmentally friendly Agenda item #2 is for the Tree Planting Trust.

If passed, it promises canopy restoration throughout the city.
Agenda item #3 is all about the Bayfront Trail Improvement Project. The supplemental budget resolution reappropriates allocations and funding from the Urban Core, Eastside Community Redevelopment Agency, for the trail endeavor.
Item #4, brings OpGov.News right-of-way coverage to the dais, with officials considering 2907 E. Blount St. under Councilman Jared Moore's recommendation.

Agenda item #5, Proposed Code Enforcement Lien Reduction Policy, comes after the recent record-short four-minute Code Enforcement meeting.
After a technical glitch, Councilman Charles Bare had questions on lien reduction. While he understands the $50K threshold, Bare questioned whether liens go to the magistrate before coming to the city council.

The answer: no.
Bare was told in the past that if a policy was $25K, it would go to the magistrate, but that changed. It was decided "a magistrate shouldn't be deciding on liens because of the conflict of who knew who." In the last four years, it has gone straight to the council.
City Attorney Adam Cobb said the magistrate is the judge, overseeing the initial violation, fines, and lien placement.
"Once that lien is placed, it then shifts to the city," Cobb said.
One item was officially added to the agenda: a request for a remand of a planning board case for a final aesthetic review of 50 S. 9th Ave. Bare wanted further clarification, noting "that doesn't happen very often."
It did so this time due to a quasi-judicial procedural issue, with Councilwoman Jennifer Brahier motioning it forward to the consent agenda rather than the regular agenda at the request of Council President Allison Patton.
The meeting will take place at 222 W. Main St.
