This would be Marchand’s seventh term as Mayor of Livermore as he served one three-year term and five two-year terms between 2011 and 2026. “My wife, Sue, and I moved to Livermore in 1985. For almost 40 years, this community has been our home,” he states on his official re-election page.
Marchand served for nine consecutive years as the Mayor of Livermore between 2011 and 2020 before meeting the maximum time he could serve as Mayor of the City. According to Livermore municipal code, an individual can not maintain the position of Mayor exceeding eight years and must take a two year break before they can be eligible for re-election.

Marchand did exactly this and took the two year break from 2020 to 2022 and since 2022 has lasted another four consecutive years as Mayor. Given this history, Marchand has spent his tenure as Mayor prioritizing things such as infrastructure, public safety, secure housing and quality of life.
For instance, under Marchand’s leadership, he and the council have invested in a Real Time Analysis Center. “ Livermore has invested in a Real Time Analysis Center which provides up to date information and intelligence to stakeholders within the police department and the City,” as noted on his campaign site.
Under Marchand, he notes that half of the money received from the City’s General Funds will be poured into fueling public safety.
As it currently stands, these efforts have ranked the City of Livermore as the second safest suburb in California according to FBI’s 2023 Uniform Crime Reporting Database, the University of Wisconsin’s County Health Rankings & Roadmap project and the U.S Census Bureau as displayed on the official City of Livermore website.

Regarding infrastructure, achievements such as Stockmen's Park are also worth noting. Located at 29. S Livermore Avenue, the park celebrates its Veterans and western culture.
Marchand noted that the agreement between the City of Livermore and Stockmen's Association to build the park spanned all the way back to the 1960's. Five decades later in October 2020, during Marchand’s tenure as Mayor, the project was completed. “We have finished the first phase of Stockmen’s Park, a promise made 58 years ago, and added 57 new pieces of public art at no public expense,” the Mayor noted at the time. His time and investment within Livermore didn’t just simply begin when he became Mayor.
Marchand served as a chemist for the Zone 7 Water Agency from 1990 - 2005 totaling 15 years before he went to join the City Council later that same year in 2005. Marchand currently boasts a number of endorsements from other public officials relating to his re-election.
Some of these endorsements include Alameda County Supervisor David Haubert, Former Dublin Mayor Melissa Hernandez and Zone 7 Board Member Sarah Palmer just to name a few.
His campaign site currently lists a number of ways to get involved to help spread the word from knocking on doors to making calls to hosting a fundraiser. There is also a place to donate to the cause in which people can give any amount to support Marchand.
