(MANTECA,CA) – A City Council meeting held on Apr. 7 showcased various crucial land development projects underway in Manteca.
The various projects will have big impacts and bring change to the small city.

One of the projects, the 4-C Ranch and Subdivision Project, outlined their plans to bring forth the construction of new properties.
Toben Barnum, Associate Planner for the projects stated, “The project components are threefold: the annexation of 19.68 acres of land in the North East corner of the city, the pre-zoning of the entirety of that 19.68 acres of land to R1 family dwelling, and subdivision of the entirety of that 19.68 acres to accommodate a 68 unit single-family home subdivision and a 2.09 acre basin park.”
The New Dutch Bros and Union Tractor Projects also spearheaded their plans, working to bring their construction to the Woodbridge East area as well. CEO of California Gold Development Scott Patterson, who is responsible for overseeing the Dutch Bros and Union Tractor project, was also in attendance.

He noted the rectification of the new coffee shop’s “stacking” dilemma and was eager to express that the drive-thru would be able to hold up to 30 vehicles. “We pushed Tractor Supply to the east a bit on the site plan and worked diligently to get over that hurdle.”
Patterson continued, stating, “It's a double drive through that fishes all the way around the building, so that's going to work well.” Plans to start construction for the hardware store and coffee shop are set to begin this summer, with the hopes for them to officially open in the first quarter of next year.
On the subject of land development, the city focused its attention on a new amendment for signage within the City of Manteca. The City Sign Ordinance or ZTA 26-13, amended sections 17.56.030 (General Prohibitions) and 17.56.040 (Signs Allowed on City Property).
The former section focuses on changes to allow for private third parties to install or erect signs on City property through an agreement approved by the City Council, while the latter section aims to clarify who can have signs on City property.

With this, both sections share a goal of allowing third-party and non-agency related signage. Deputy Director of Services Planning Jesus Orozco stated, “The amendment really expands or allows the city to establish private partnerships which would allow for the city to implement several of these 2025, 2026 City Council goals, specifically advancing economic development.”
Consequently, those in violation of this amendment will have their sign removed as trespassing and will be deemed a public nuisance.
The topic of public safety also made its way to the forefront of the meeting. Vice Mayor Regina Lackey expressed concern over the high volume of vehicular traffic the new Dutch Bro’s drive through would accumulate during peak lunch hours.
She noted it would pose a problem for the many high school kids that would also be present during that time and questioned if any planning had accounted for this issue.

Patterson, referring to his earlier elaboration, said, “ We lost our third pad to the east and pushed tractor supply to the east, and we have a lot of room there and the reason I'm saying that is for the drive through, which I think is really the biggest concern.” With this, the Vice Mayor hoped a big enough pedestrian pad would be implemented to avoid students leaking into traffic.
Councilman Charlie Halford brought up another attempted bike “takeover” in which he expressed how this not only puts the public in danger but the bikers as well. He concluded his concern with a stern rebuke, stating, “If you think that's just kids being kids, you are sadly mistaken, and you need to rethink your opinion on that.”
The Council Meeting also celebrated many safety services and community organizations, highlighting their positive impact in the city and recognizing their achievements.
