Before the passing of CFD 2026-1, public comments included frequent speaker and free software advocate Joe Lee.
Urging the city to adopt free software, Lee shares that when he was working at a small company, he was able to encourage the majority of the office to use NextCloud running on GNU/Linux.
Some coworkers remained resistant until months later, when their system was hacked, and their files were deleted.

Highlighting the importance of free software, Lee shares, “All their files were restored because it was all on the NextCloud. I just undid the deletions from the NextCloud, and it synchronized right back to the bookkeepers' computers,” he continues, “I was able to, in six months, get the entire office 100% switched over to free software.”
Lee states this illustrates the importance of free software and how this setup proved invaluable and advantageous to the Windows systems when hit by ransomware.
Following Lee, musician and Livermore resident Richard Streeter shares his philosophical and political remarks on the ideologies of conservatism and democracy.
“Conservatism, which resists forward movement and change, especially when it is most necessary, inevitably and unavoidably still favors the tyranny model. It is hardwired into the conservative mindset,” Streeter states.

“Democracy is an inherently liberal mindset,” Streeter says, “To put it bluntly and perhaps rudely, conservatism is infantile, and liberalism is not. The biggest elephant, so to speak, in our nation right now is that there is no real place for conservatism in a democracy.”
Streeter concludes, “It's just that meanwhile here we are trying to have a democracy and conservative attitudes, frankly, they hold us back.”
Streeter’s time expired before he could finish, but the city council noted he could return to conclude his remarks at a future meeting.
In a change of topics, OpGov.ai documents that resident Peter Friedrich addresses the council to criticize, “The City's historical and ongoing associations with the Hindu Swayamsevak Sangh (HSS) and SEWA International, which he identified as the American wings of India's RSS paramilitary and its service wing.”
Friedrich cites the September 2024 Livermore Police event, stating that HSS members “tied bracelets on your officers…and your department posted about it on social media, calling it an honor. It was not an honor, it was a photo op.”

Friedrich concludes that, “I hope the council will reconsider any further association with HSS.”
Towards the end of the meeting, Vision Recycling founder Tom Del Conte and team member Angel express their enthusiasm for a pending contract to supply the city with “Wonder Mulch.”

Del Conte states Vision Recycling, “Takes in green waste from gardeners and from homeowners in Livermore on Greenville Road,” he explains, “We convert it into compost, and our compost is amazing colored mulch, and what the city of Livermore has bought is what we call Wonder Mulch.”
After this consent item was passed, awarding Vision Recycling this contract, Del Conte and Angel shared an enthusiastic high five, expressing their excitement to serve Livermore with its Wonder Mulch.
