Empowering communities through transparent governance
(WEST SACRAMENTO) – A new Mayor Pro Tem will be elected in a week.
Among many agenda items, Mayor Martha Guerrero and the West Sacramento City Council will choose the important role decided at the end of each year. The present Mayor Pro Tem is District 4 Councilmember Verna Sulpizio Hull.
Additional Councilmembers include Norma Alcala, District 1; Quirina Orozco, District 2; and Dawnte’ Early, District 3. The all-female council continuously provides transparency in all of their meeting agendas, offering an agenda packet that provides more than 400 pages of information.

Three Capital Projects will be discussed, beginning with the development of a Public Safety Technology Infrastructure Master Plan contracted to Exante360 for $300K. Capital Project Two remedying Professional Services Contract with Mark Thomas Inc. for the Capital Improvement Program (CIP) Budget. Thomas is contracted to handle the Southport Levee Recreation Trail Project's environmental, design, and permitting services.
A staff report notes “Thomas’s original scope was limited to the preparation of California Environmental Quality Act from 2024). While staff reports, “It was generally understood” U.S. Army Corps of Engineers would prepare and process the National Environmental Policy Act (NEPA) clearance needed, that is no longer the case.

“Because this construction funding is dependent on submitting the required Request for Authorization to Caltrans (acting as the local assistance agency for federal funding), the City is required to engage with Caltrans as the lead agency in processing NEPA clearance via its Memorandum of Understanding with the Federal Highway Administration instead,” city documents read.
The last Capital Project is awarding a contract to Affordable Quality Painting Inc. for the repair and renovation of the former emergency housing at the Westwood Motel for $455K.

Utilizing as many available funds as possible, the city will authorize the City Manager to execute contract amendments up to $94,759.41, the remaining value of the Community Development Block Grant (CDBG) and appropriate Community Development Block Grant Funds from the U.S Department of Housing and Urban Development (HUD).
Community Development matters follow major project, West Sacramento city staff suggests financially amending the Capital Improvement Program in the amount of $63k due to adjust City Standard Specifications and Details approved more than two decades ago in 2002.
Background includes progress noting “a great deal of progress has been made since the start of the update.” While the effort is very near completion, “unfortunately, the amount of time and effort necessary to complete the update to this 22-year-old document was underestimated by all and that over 1,165 hours of staff time have been billed” to research multiple departments.
Near the end of the agenda is Economic Housing & Development matters, which fall under both the Consent Agenda and Public Hearing portions.
The first matter is to provide the mayor and council with information regarding a Prohousing Designation Program application to the State Department of Housing and Community Development Prohousing Designation Program (PDP).
The next matter concerns an Affordable Housing Agreement with Sugarloaf Investments, LLC, for a 30-unit market-rate residential development located at 210 E Street in the Washington District.
Under a public hearing, elected officials will hear information regarding the West Sacramento Tourism Marketing District. The plan is made available here for full study.

Two workshops will end the evening, with the Police and Finance Departments. Police will discuss limited police services at the Washington Unified School District Board, including the five-year term for a School Resource Officer beginning at the start of the 2026-27 school year.
Also, the Finance will host a water and sewer rates presentation in order to receive “Council feedback and direction on the desired scenario,” regarding the Proposition 218 process, which includes a scheduled protest hearing on March 18, 2026.
The West Sacramento City Council can be attended in person at Town Hall, 1110 W Capitol Ave, or virtually on the city's YouTube channel.
