(ESCAMBIA, COUNTY, F.L.) – Three Candidates Qualified for the Emerald Coast Utilities Authority (ECUA) District 4 Seat Ahead of the November General Election. Jacob Cavender, a Democrat, Greg Litton, a Republican, and Ralph Schofield, No Party Affiliation have moved forward to the primary with no challengers from their respective parties.

The Emerald Coast Utilities Authority manages water service, wastewater treatment, and sanitation collection for much of Escambia County, according to the agency. Board members set utility rates, approve the annual budget, vote on infrastructure projects such as sewer expansions and lift stations, and set policy on recycling and landfill operations.
Greg Litton said ECUA “is not about politics; it is about service” and that “taxpayers and ratepayers deserve leadership that is transparent, responsible, and focused on long-term solutions instead of short-term politics.”
Litton’s campaign is centered on keeping utility rates affordable, modernizing infrastructure, improving storm preparedness, protecting waterways and beaches, and “restoring trust through open communication and responsible stewardship.”

Ralph Schofield Jr., running with no party affiliation, said he is seeking the board seat because he sees ECUA as “a public-health and environmental infrastructure agency.”
Schofield said he has “spent much of my career in public service and law protecting community health and safety” and called the race “a natural extension of that experience.”
Schofield said he will serve “with independence from outside influence and with an eye towards running an efficient and effective operation.”
Jacob Cavender is a Pensacola-area small business owner, according to his campaign Facebook Page. There is no website or any statements from his campaign on his platform positions.
