(PLEASANTON, Calif.) — The Pleasanton mayoral race features two candidates: incumbent Mayor Jack Balch, who has served as mayor since 2024, and City Councilmember Julie Testa, who has served on the council for eight years and currently represents District 3. Testa's council term ends this year.
Both candidates have similar priorities, including fiscal responsibility and accountability, public safety, responsible growth, and government transparency.
A comparison of their campaign platforms shows that they have several priorities in common, although they differ in how they emphasize certain issues.
According to Balch's campaign website, his priorities center on fiscal responsibility, community well-being and public safety, water stewardship and environmental leadership, government transparency, responsible growth and housing, economic revitalization, and stronger partnerships between the city and local schools.
On Testa's campaign website, many of the priorities are similar but presented differently. She emphasizes fiscal responsibility, responsible growth and housing, clean water and reliable infrastructure, public safety and emergency preparedness, protecting Pleasanton's quality of life, and government transparency that prioritizes residents' voices.
Both candidates emphasize long-term financial stability rather than short-term solutions. They also prioritize public safety, meeting state housing requirements while preserving the city's character and maintaining government transparency.
Water quality is another shared priority.
The differences between Balch and Testa emerge primarily in how they frame and emphasize these issues.
Balch places particular emphasis on economic revitalization and supporting efforts to grow the local economy.
According to his campaign website, "Having had firsthand experience with the permitting process in Pleasanton, Jack understands the challenges businesses face."
Balch supports efforts to incentivize economic growth, which he says would create jobs, strengthen sales and property tax revenues, and contribute to the city's economic vitality.
Testa, on the other hand, places additional emphasis on emergency preparedness alongside public safety.
According to her campaign website, residents deserve to feel safe in their homes, neighborhoods, parks, schools, businesses, and public spaces.
Her priorities include maintaining strong first responder services and preparing Pleasanton for emergencies before they happen.
While both candidates identify many of the same challenges facing Pleasanton, their campaign platforms place different levels of emphasis on how those challenges should be addressed.
The Nov. 3 election presents Pleasanton voters with two candidates who share several priorities but bring different perspectives and governing experience to the race.
Voters will decide which candidate's experience, record, and approach to addressing the city's challenges best represents their vision for Pleasanton's future.
