(DUBLIN,CA) — The affordable housing Dublin required when it approved the 573-home Francis Ranch subdivision has reached the design review stage, and the city is taking public comment on it this week.
Eden Housing filed the application, numbered PLPA-004432-2026, on Feb. 3. The city scheduled two community meetings on it, both over Zoom and both covering the same material: Wednesday, Aug. 26 at 6 p.m. and Thursday, Aug. 27 at 7 p.m.

The proposal traces directly to the East Ranch approvals in 2021, which set aside a two-acre semi-public parcel inside the development for Trumark Homes, Eden Housing and Sunflower Hill to co-develop 77 units of very low and low income rental housing for people with intellectual and developmental disabilities. Eden at Francis Ranch is that condition taking physical form. The project would build 78 apartments, of which 77 are affordable and one houses the on-site manager, with 20 reserved for households with intellectual and developmental disabilities.
The building would occupy 2.05 acres at the northwest corner of Central Parkway and Byrne Street, rising four stories and 48 feet across roughly 95,723 square feet, with 80 parking spaces. Units range from one to three bedrooms. Amenities include a ground-floor courtyard and play area, a fitness room, a community room, indoor bicycle storage and a break room for caregivers.
Eden Housing is seeking a Site Development Review Permit and a Planned Development Stage 2 Development Plan, along with concessions under State Density Bonus Law. The site carries a Public/Semi-Public general plan designation, the category the city applied when it reserved the parcel for this purpose.
