(PENSACOLA) --- The July 16 City of Pensacola Council meeting Agenda is not what it used to be.
Councilman Charles Bare pulled three agenda items off the Consent Agenda onto the Regular Agenda at the Monday, July 13, Agenda Conference. As of Monday, the Consent Agenda listed three MOUs between the Pensacola Parks & Recreation Department and the Pensacola Sings, East Pensacola Student Athlete Program for football and baseball.

“When we look at this agreement, there is an effective date that is not filled in,” Bare said. “Will it be when it is actually signed and not on what we vote on today?”
Answer: yes.
Bare was told the council would not be able to see any of the financials on the MOUs before adopting them, leading him to pull both football and baseball contracts from the consent agenda. Bare also questioned the proposed amendment to the FY2019-2020 City of Pensacola Community Development Block Grant (CDBG) Annual Action Plan.
Bare wanted to know more about the language in the plan for “improved coordination” regarding the city and the unmet needs of residents regarding the Center for Independent Living NW Florida. Without more details from Housing Director Betsy McDonald, specifically over the Center for Independent Living of NW Florida, Bare asked that the item also be removed from the Consent Agenda and placed on the Regular Agenda.
As for the rest of the meeting guide, an opioid litigation settlement, contract awards, service and lease agreements, memoranda of understanding (MOUs), and a block grant proposal take up most of the Consent Agenda, starting with Pensacola International Airport getting a new apron expansion and a fertilizer and herbicide contract.
On the Regular Agenda, Item #15, which is a public hearing and first reading on a temporary moratorium on large-scale data centers and large-load customer facilities, is expected to draw a crowd. The second public hearing is for a future land use and zoning map amendment for 1005 West Lloyd Street, sponsored by Council President Allison Patton.
The Regular Agenda also covers a tentative millage rate for the City of Pensacola, noting the 2027 millage rate at 4.2895 mils and 2.0000 mils for the Downtown Improvement District, with at least a two-thirds vote. Additionally, city council members are set to accept a U.S. Department of Transportation Streets Are For Everyone (SAFE) Grant for traffic calming on Gonzalez St. and supplemental planning activities, totaling $176K, with a $44K local match.
A supplemental budget resolution for the Carpenter Creek Bayou Texar Watershed Outfalls Project is also listed for adoption.

Councilman Jared Moore wanted to know more about what “projects” were listed in the item.
Moore was told the item is a continuation of a previous grant, with some construction projects still underway and others at completion. Additionally, there has been outreach to the community regarding some of the revised outpour locations. Port of Pensacola Warehouse 5 Floor rehabilitation, and for the Vickrey Center flood damage awards are also up for approval.
Council President Patton proposed an add-item for Opening Doors of Northwest Florida regarding possible funding opportunities from the Florida Department of Housing and Urban Development.

“There was some time sensitivity to getting this item approved,” Patton said. “The lead agency is asking for letters of support from multiple governmental bodies, and I think the mayor actually already signed one.”
