LAS VEGAS -- An interim councilmember swearing-in and a proclamation for a veteran opened up the Las Vegas City Council meeting.
Kara Kelly was officially sworn in as a councilwoman representing Ward 2. This is the second time Ward made an oath to serve. The first was on September 30 at a special Las Vegas City Council Meeting, when she vowed to fill the ward seat for the remainder of former Councilwoman Victoria Seaman’s term.

The meeting also honored two worthy recipients: Korean War veteran Lee Moy, recognized as Citizen of the Month, and the Trauma Intervention Program of Southern Nevada (TIP), which received a proclamation and a day of honor for its assistance to residents in emotional crises.
Alongside the community tributes, the council approved a significant two-year collective bargaining agreement with the Las Vegas Police Protective Association (LVPA), which includes wage increases and transitions municipal court marshals into the Teamsters Union health plan, a move city officials said will improve benefits and long-term cost management.

Additionally, "members were reappointed and appointed to the Youth Neighborhood Association Partnership Program (YNAPP) Grant Review Board," and the "Charleston 2050 Special Area Plan, a comprehensive urban development and revitalization strategy for Wards 1 and 3, was adopted."
Lastly, the OpGov.ai platform reports there was also a "required review for an approved special use permit for a 75-foot tall off-premise sign at 2421 Stewart Avenue," and two new bills regarding wedding chapels and property tax for Las Vegas Municipal Police Department officers' property tax were introduced for later review."
