(PENSACOLA, Fla.) — Emerald Coast Utilities Authority (ECUA) Executive Director Jason Yarborough has resigned following confusion surrounding a precautionary boil-water notice issued after a storm affected the Florida Panhandle. Former ECUA Executive Director Bruce Woody will serve as his replacement while the authority searches for a permanent executive director.
On Oct. 12, 2026, Open Governance News reported on the precautionary boil-water notice that was in effect following the storm. At that time, residents were advised to boil water before consumption or use because of concerns about possible contamination. Following that report, another message was posted on ECUA's homepage listing addresses that remained under the advisory. Some residents interpreted the message to mean that the precautionary boil-water notice had been lifted for everyone except those at the listed addresses.
The resulting confusion raised concerns about how information was communicated to residents during the emergency. Yarborough subsequently resigned from his position as ECUA executive director.
Woody, who previously served as ECUA executive director before retiring in July, will return to the position while ECUA searches for a permanent replacement.

ECUA Emergency Board Meeting
ECUA held an emergency board meeting Friday, Oct. 16, 2026, to address Yarborough's resignation and the appointment of his replacement.
ECUA board member Lois Benson made a motion to accept Yarborough's resignation. The board also moved forward with Woody's appointment as his replacement.
ECUA attorney Robert Beasley informed the board about Yarborough's resignation and the negotiated separation agreement.
“Since that time, we have worked out and negotiated the terms of a separation agreement that would facilitate each party going their separate ways,” Beasley said.
Benson expressed her support for Woody's return, emphasizing his experience and relationship with ECUA employees, the community and the board.
“No one can offer that continuity more than Mr. Woody. No one enjoys more widespread respect from the employees, the community and the board, and he's willing to take this on because he loves us back,” Benson said.
She also commended ECUA staff and crews for their work during the emergency.
“To say thank you to our staff and crews is almost hollow, what they have done over the course of the last week is herculean, and they are still doing it,” Benson said.

ECUA Addresses Communication Concerns
During the emergency board meeting, Woody acknowledged the confusion surrounding the precautionary boil-water notice and apologized for the communication problems.
“I completely understand the confusion; we apologize for the confusion. Our goal is to make sure we're providing clear and concise information, especially in a stressful situation. Moving forward, we want to make sure we're providing that,” Woody said.
On Oct. 13, 2026, most Escambia County residents were given an all-clear notice. Residents who remained under the precautionary boil-water advisory were notified through door-hanger notices.
At the time of the original report, no official reports of widespread illnesses or hospitalizations linked to water consumption during the precautionary boil-water notice had been identified.
