(ATLANTA, GA) --- Atlanta City Council held its final Public Safety and Legal Administration meeting of the month.

“The Public Safety and Legal Administration Committee meeting on February 23rd, 2026, was dominated by a critical discussion on the severe underutilization of Atlanta's Diversion Center, particularly in anticipation of the 2026 FIFA World Cup and against the backdrop of an overcrowded Fulton County Jail,” according to the OpGov.ai platform.
Councilmember Kelsea Bond has advocated for the diversion center, which was discussed as the meeting commenced.
According to the Center for Civic Innovation, Bond introduced a resolution calling for the Atlanta Police Department (APD) to significantly expand its use of diversion programs to reduce pre-trial incarceration at the Fulton County jail.
Center for Civic Innovation added that the resolution directs APD and the City Solicitor’s Office to provide regular transparency reports on diversion utilization for non-violent offenses.
Atlanta City Council opened the floor for public comments.
Michael Collins, who is the director of Play Fair ATL and has made multiple appearances in public safety meetings, approached the podium.

“I’m here today in strong support of council member Kelsea Bond’s diversion resolution because it reflects both the data and urgency laid out in the most recent federal consent decree report on the Fulton County Jail,” Collins said.
Collins believes diversion is one of the fastest, safest, and most cost-effective tools to combat overcrowding in jails.
Despite being a pro-diversion center, Collins voiced concerns.
“The new data shows we are dramatically underutilizing this resource,” Collins said. “While the center was to divert more than 10,000 people annually, actual diversions remain far below that level.”
Crime statistics were provided by Deputy Chief Jason Smith of the Atlanta Police Department.

According to Smith, Atlanta reported a 17% overall crime reduction year-to-date and a 32% drop in aggravated assaults in the past four weeks.
Smith supported the diversion center, stating that there have 1,424 diversions since the center opened. Smith then mentioned the criteria for individuals entering the diversion center.
"They have to be charged for a nonviolent crime and 18 years old,” Smith said. “The individual has to give consent to go to the diversion center, and they cannot have an active warrant. The officer has to observe circumstances that indicate a mental health crisis, substance abuse, or homelessness.”
Brother Anthony Muhammad made an appearance. Muhammad complained about code violations connected to dogs at his residence.

“They came out there and told me that yes, he’s parked on the grass,” Muhammad, who has spoken in past public safety meetings, said. “He’s parked on the sidewalk. Why you always complaining?”
Muhammad’s discontent stems from his neighbor not abiding by the code laws and leaving his dog unleashed to attack.
Muhammad has been attacked on multiple occasions by his neighbor's dog.
Code enforcement officers haven’t helped.
“Code enforcement officer says I got 30 cases I got to work,” Muhammad said. “I don’t have the time to get back out there.”
A meeting with Andrea Boone was requested by Muhammad.
